I recently had a 13 days trip to Bhutan. Bhutan was in my bucket list for long time as a road trip, but I decided to drop the plan driving to Bhutan for the time being and fly to Bhutan instead.

How to plan your trip to Bhutan?

The best way to plan your trip to Bhutan is to get a good travel agent.

Yes, as of May 2025, it is possible to travel in Bhutan without a travel agent, but with certain limitations.

Independent Travel in Bhutan:

Since September 2022, Bhutan has allowed independent travel within specific areas. Tourists can explore the western districts of Paro and Thimphu without the need for a tour guide or travel agency. This change provides more flexibility for travelers who prefer to plan their own itineraries in these regions . 

Restrictions Beyond Paro and Thimphu:

Traveling beyond Paro and Thimphu, such as to Punakha, Bumthang, Haa, or the Phobjikha Valley, requires the accompaniment of a licensed Bhutanese guide. This policy aims to preserve Bhutan’s cultural heritage and natural environment . 

Visa and Sustainable Development Fee (SDF):

All foreign nationals, except citizens of India, Bangladesh, and the Maldives, must obtain a visa before entering Bhutan. The visa application process can be completed online. Additionally, tourists are required to pay a Sustainable Development Fee (SDF) of USD $100 per person per night, which contributes to Bhutan’s environmental and cultural preservation efforts . 

Summary:

• Independent travel is permitted in Paro and Thimphu without a guide or travel agent.
• A licensed guide is required for travel beyond these areas.
• Visa and SDF are mandatory for most foreign tourists.
